Bad Service and Poor Service

I stayed at City Proper's place from September 2009 - 05 February 2013, the room was examined by Godfrey while I was still staying there, and the Building was pre-owned by some company I don't remember, but that's not important, when I got there, the Windows frames were rust and decomposing, I reported this to Godfrey during the year when he use to come for inspections, I was told that those windows were to be fixed and from 2009 to late 2012 nothing happened (bad service), but here comes the day I moved out of the City Property, I re-painted the room and I was told later on after 5 weeks that they used my deposit to re-paint the room and it cost R4000 something to do so, including their decomposing and rust windows costs were charged from my deposit, I was held accountable for those Rusty broken windows, though they were working but rusty at the same time, that's the reason they were broken, and I am now charged for that, and please they shouldn't dare call me ever, I paid them and that's enough!!!
