Refuse to supply service

I have a plot which is in gordons bay, i am being charged rates and taxes based on the fact i have not built yet on it so i am paying over R600 on a plot that i cannot use since Municipality not building roads or pipes in order for us to build, i have been to cape town centre on numerous occasions and they say i have to build the road if i want the rates to drop (now for the of this country, what the do you think rates and taxes go towards), also does it not make sense to say, i cannot build unless you supply the service. So i get told again you have to build in order to get rates down and once again i have to repeat since we deal with ppl who cannot understand or comprehend sense, I CANNOT BUILD UNLESS YOU SUPPLY SERVICE (i couldnt speak any slower) also then i had to log a complaint with some ombudsman (who also knows about) who says they are in terms with what they are charging me. I can understand if the roads and services are there and i am not building to charge me those rates, but if there is nothing there then you m0rons need to think it doesnt take a rocket scientist to get this, but then again we need ppl with brains in this country.
