Irth certificate not recieved

I applied for my daughter's birth certificate on the 19 Septmber 2013. Early February I went to check if it's ready yet and they told me to contact the call center for progress, I have been calling them ever since, I have spoken to 4 agents already and all of them tell me that I should call after two weeks as the head office is tsill busy with it, I don't know how long it takes to create a certificate but I have been calling them for over a month now and have applied for it 6 months ago. There is no answer at Edenvale office.
