Car licence not delivered

I am extremely disappointed with the service. I made a payment on end of february for a car licence for my vehicle - the licence still hasnt arrived and the waiting period has expired.

What is going on with these people? Are they even capable of performing a simple but important function?

I seek immediate resolution to this issue.
