The lights are not on-for 3 months already!!!

I lodged my first complaint about street lights being out on the 19th of December 2012 (ref no:689 567) and I was told that it would be fixed within 7-21 working days. So I checked up on the 7th of February 2013 at 8:25am and phoned the Ekurhuleni Call centre again for the 2nd time and Edwin told me that he would get clarity from his supervisor and that he would call me back before 11am. He never did. So I called the centre for a third time on the 20th of February 2013 at 9am and Kgosi told me that according to my ref no:689 567 the problem has been fixed on the 20th of December 2012, the day after my 1st complaint. Obviously someone is passing the buck or the system is corrupt or someone doesnt feel like working because by my third call there has never been light in our street since I first called. I said this to Kgosi and he issued me a new ref no: 723 062 and so my wait for the next 21 working days began. Today is the 25th of March 2013 and we are still without light on the fix-our-streetlights subject! I refuse to call back again-it is pathetic service from the Ekurhuleni call centre... no wonder everybody is leaving the country!
