State owns your property without you knowing it

My vehicle was in October 2012 in Delarey, JHB. I contacted the Detective branch to enquire as to a database concerning vehicles. This is beneficial, Make & colour. Now my question to the Captain & Detective is, a database of recovered vehicles are not available to the anyone or that even such a database exist. With all the funds the government has? now this concerns everybody because if your property cannot be identified by SAP as yours the state decides the outcome (most probably who benefits) from your loss. today is way ahead of SAP because they know how to get away with the crime. Vehicle numbers can be changed and Police clearances bought, I have personal experience of that, it happened to me. Bought a car drove it for a year on my name, went to renew the disc and found that it was, The walks into VIS and they let him go, But handcuffed me in front of my 2 small kids (traumatised them for life), and tried to arrest me? We are being bullied by the government, taken advantage of, even after recovering my vehicle the 1st time, sound and lead wires, I was told to open a case of! Access must be allowed, for you to Identify property.
