NO ACCOUNT WITH THEM BUT WE GET BILLS IN OUR NAME

We recieved a utility bill from city power saying they are going to cut us off, funny thing is i have never registered with them as a client. worse of all is they cannot produce the contract. i would like to warn all that they are trying to extort money out of people that do not have accounts with them.
