Poor service

I have been complaining about my electricity metering where I believe it is inaccurate. The city wants me to pay for the testing of a device that belongs to the city. This device is used to bill me and they refuse to provide a certificate of compliance to prove the accuracy of their device they use to bill me. The people concerned hide behind a by law with no consideration for the right of the consumer.
