Why does it take so long to register with DoE?

Department of Education in South Africa takes incredibly long to register their employees.

On acceptance of an occupational therapy post at a LSEN school in Natal, I was warned that the department of Education are quite slow with sorting out paper work and registering their employees. Hence this means that employees are not paid for the first month or two, there after we are back paid. (At least my school governing body has decided to pay employees until Department of Education does.)

This then has repercussions for other important things like medical aids, accounts, tax, housing allowance etc (the list is endless).

I have just been fighting with GEMS medical aid about possible termination of my medical aid as proof of employment has not been confirmed. Which could then lead to a worse case scenario of an accident and having no medical aid cover. (Touch wood that does not happen.)

I just think that it is shocking for the Department of Education to not be more prompt about registering their employees. And it is not acceptable for something like this to be looked over as it could have serious repercussions for employees (see about statement about medical aid).
