Billed interims

I have been receiving incorrect water and electricity bills for the past 3 months. I was charged interim amounts, where it should not have been the case. Even after taking the readings myself and giving it through to the municipality, they still billed me an incorrect amount. After spending almost an hour on the phone today, somebody finally answered their phone, just to tell me with a stinking attitude that the people i need to speak to are only in tomorrow morning. I don't know what i'm paying these people for every month, because they clearly don't know how to do their job.
