CIPC Incompetence

It has been a good two years.
I have been to CIPC more than 15 times without getting help.
I have registered a company but still today cannot get the certificate.
The details are lost in CIPC and no-one is helping me on what to do.
But when the time to cancel my company due to inactivity, no-one will see that I never got the certificate.
It will be a difficult task off trying to re-register.

Do these guys ever take responsibility? Or who can make them take responsibility for this incompetence.
I have lost a lot of time and money traveling to CIPC and back.
