Housing subsidy

I simangele shirinda applied for housing subsidy (zuma low cost) in may 2013, I applied in alberton department of housing, only to find out after july that I was suppose to submitt in jouburg as the house is in soweto, and alberton apologised for their mistake and the house was registered by then, submited doc to NHFC in august 2013, nd they said alberton has to write a motivation dat I submitted b4 the house ws registered, alberton did, and I forwarded to NFHC, I did follw up in january with bongi nd she said the doc is with Botha, nd is rejected because I submitted late where is there was a letter from alberton stating that I submitted in time, but due to the fact that it was a new project alberton didn't have more information about the project, it was the departmental mistake that my papers were delayed. I found it unfair that I have to be punished because of their system. Zuma established the project to help all first time buyers, but now I'm paying a lot of money for my house because of the department of housing.and my house was registerd a month after I applied. I called Bongi again on 03 february and she said she will come back to me. Even now she didn't come back to me.
