2 Fines issued look almost identical on 2 days

I received 2 fines in the post yesterday.

1.Fine 1 was issued on the 31 December 2013 at 06:58:45 on the R44 Mooiberge Farmstall.
The fine is or R400 and was issued by Officer Ashley De Mink His Officer Number is 195000389
I was doing a whopping 96 km/h in a 80 km/h zone
Reference Number for this fine is R44S3 13123/05-04/154

2. Fine 2 was issued on the 2 January 2014 at 07:03:26 on the R44 Mooiberge Farmstall.
The fine is or R200 and was issued by Officer Ashley De Mink His Officer Number is 195000389
I was doing a whopping 94 km/h in a 80 km/h zone
Reference Number for this fine is R44S3 140102/05-04/261

I was speeding but I have a slight dispute.

If I look at the two photos they look almost identical on both days and to me it could potentially be 1 photo possibly duplicated in photo 2.

Reason for saying this is

1. 2 Mornings don't look identical

2. If I look at the pic 1 versus pic2 then it looks like I could have been caught by 2 frames on one photo.
Pic 2 looks like 30 seconds later to Pic 1 (I may be wrong)

3. I find it a bit unfair too to be billed R 200 more for 2 kms on fine 1 versus fine 2

Please investigate
