Thabazimbi Municipality NOT paying there accounts

I have approved orders for work that I have done for them for over a million rand through my company "Grobs Lodge"!
I have spoken to Grace and the CFO, and still I have had no response or confirmation on payment, they keep on saying that they will pay next week!!! This have been going on for more than 2 months now.
There website does not even have the option to lodge a complaint.
They were very eager to get the work done, but lack of payment is very high on there list. How do business owners protect themselves against government institutions like this? It seems that the CFO and Grace just don't care how they get the work done, even if it means not paying there bills!!
I will report this to carte blanche as well and every news paper if needed. I am sick and tired of making phone calls, sending emails, and being ignored. I have provided my service on there request, and now I am being treated like the bad guy here!
I had spent money and used my people to do the job, it is time they act and pay there account due.
My experience with Thabazimbi Municipality is very very poor, and I am very angry for the poor job dedication these people have. Mr Groble
