Dangerous half installed prepaid mete

Early last year a prepaid electricity meter was half installed in my flat (just the base).

This installation has exposed wires with 220 volts running through them (I had someone check). I have tried numerous times and numerous channels (phone calls, emails (last ref number 1005706658) to have someone complete the installation.

I have been contacted and told three times that someone will come to install the meter. On all three occasions I was promised I was on the log for the day and that I will definitely have it installed on the day. On all three occasions no one showed up, no one even bothered to phone to tell me they will not make it! On the second time (16th January 2014) the person even had to audacity to tell me he is just around the corner, 15 minutes away, no one rocked up! Afterwards it was impossible to contact him again!

I have lost three leave days due to this, because each time I am forced to take leave to have it installed because no one can do it after work.

This was the last correspondence I received:
The Inspector from council will be at the flat on Thursday between 3h00 and 3h30, to connect your Pre-Paid meter. Ref Nr :122 562 322

No one rocked up.
