Two years for one Certificate

I matriculated in 1986 and between then and 2010, I lose my matric certificate. I enrolled at Unisa for a degree, which I have just completed, and needed to submit a certified copy of my matric certificate. On 3 March 2011, receipt number AI486897, I went to the Dept of Education offices in Port Elizabeth and requested a reissue of said certificate. I am still waiting. Now, Unisa will not give me my degree nor will they register me for my Honours course because I cannot produce this certificate. I have phoned 041 - 4034402 and 041 - 4034400 over 150 times without getting a reply. The ONE time someone did pick up the phone, they dropped my call in transfer. I have emailed the Director's office and his PA Annatjie Barnard - no response. Short of going to wherever they keep records from 1986 and digging through them myself, there is nothing I can do. This office, this department and it's 'managers' simply do not care at all. What am I supposed to do?
