Promises promises - but nothing every happens

My mom is disabled and now over 60 years old.
We have tried since March last year when she turned 60, to get someone to assist us from the Germiston office. We were told they will do a home visit. In Sept 2013 I collected a form that needed completing and returned it to them with all the documents they required. They stamped an acknowledged that they received them. We called to confirm and find out the procedure, they told us we would be contacted and they would send someone. To date no one has arrived. We call constantly and now they don't answer the calls or cell phones.
What are we meant to do? We need/want to apply for the disability grant or the old age grant but no one wants to help us.
