TWO FINES IN 24 SECONDS!!!

I travelled through Robertson the other day and a few weeks later received two fines for the same day. Time stamp shows that they were taken 24 seconds apart. I admit that I was travelling at 73 and 71 kms respectively and was above the speed limit, so no problem with paying one fine, but how is it legal to have two camera traps within a such a short distance of each other? At that speed I could not have travelled more than 500m down the road. I would really like to hear if there is a regulation pertaining to this.
