Category change to residential

I went to city of johannesburg and logged a category change for my house as we already stay in there. However i looged it manual as they say their evaluation system was down.

I have been following up with them, i have been paying the bill and i decided to only start paying half as im being charged on a vacant land and which is not true. They then closed my water and i went there and paid everything in full. I also logged another quiery on the system and still no feedback.

I have left COC (certificate of occupation with them) and a copy of my id with the guy who open the query on the system. I just called 011 407 6497 and i was told that the evaluation system is not running since July. So all our queries are siting there as there is nothing they can do.

In the mean time im being charged vacation rates with a lot of money

can someone help me with this as im not sure if the will refund my money as im being charged at a high rate.
