Billing query outstanding since Feb 2012

In Feb 2012 I logged a complaint to the City of Joburg to address a billing query. We were billed for vacant land instead of Residential. After numerous phone calls and lots of frustration the billing was corrected after more than a year but my account was still not reconciled. Follow up to the call centre consultants is exhausting. Their standard answer is we are waiting for the back office.
In May 2013 I was sent from Pillar to Post and eventaully reported my problem to the special "task force" at the Roodepoort Civic Centre who was dealing billing issues at the time. One consultant sent me to the valuations department in Braamfontein which could not assist because the information on the system was correct. I then went back to Roodepoort where another consultant advised that my trip was unecessary and that my problem will be corrected the following week (they were relocating back to the Head Office. It is Sept and I have been trying to reach the consultant who assisted me initially but to no avail. She did not supply me with a reference no. I have been getting legal notifications that my services would be discontinued. Who will pay the interest charged?
