No communication or my money back!!

We sold our house earlier this year and transfer of ownership happened beginning August. Since then I have struggled to get my money that the City owes us on our account back - with absolutely NO JOY!
I have phoned and spoken to people (ref nr 40061538) then was told later in a mail that I needed to pay my now new account which seemed to be a bit behind. After immediately doing so I mailed back to say account is now up to date please pay my refund, but no one gets back to you.
I tried mailing the main contact centre correspondence.crm@capetown.gov.za but all I get is a automated message saying someone will phone me within 24 hours which also never happened once!

Im soo tired of bad service and just want MY money back!!!
