75% Property Tax increase after R50000 drop in val

Last month we received our monthly statement for our plot in Pringle Bay and was
surprised to see that our property tax went up by - 75% pm although the property valuation
went down by R50000! Is this legal?? Over and above this I am charged R70 for refuge removal (barren plot),
R20 less than we are currently paying for my house per month but at least we are getting 4 bin removals per month.
