Turned away from reporting a crime by head office

I recently went into Douglas Dale Police station to report a crime that happened, camera equipment, and it was quite a lot of equipment that was on a shoot and was turned out for two reasons (Stated Below) and refused to have a case logged by the police officer. When asking to speak to the comanding officer the officer came out, proceded to have a conversation with the other officer in the front of me in a language I did not understand, turned to me and said no and walked out.
Reason 1 : The location was on a dirt road with no name
Reason 2 : The items contained a camera that I did not have a serial number for

On these two conditions they refused to open the case and document anything that happened saying without the road name, of which there is none, and camera serial number, of a 5 year old camera? They refuse to open up the case.

I ended up waiting forever and eventually got told "No" by the commanding officer... Is it not against the law for the police to not report a crime they have been informed of? Is this not against my constitutional right?
