Assessment rate and final notice charges

I have been trying to findout how the assessment rate are done. How is it that there is a fee being charged every month? Are assessments done every month? And what is actually being assessed.
R277 is alot.
I slso keep getting final notice charges for electricity and yet I have prepaid.
