Home Affairs inefficiency - one person bottleneck

I have applied for an ID for daughter (16 yrs) in Dec 2012, to this date I haven't received it, they first said I don't appear to be the mother of my daughter and requested affidavit which I produced with more evidence that I am the mother. This is the office that has all my records. I then took the matter up with the DDG Vusumuzi Mkhize, wrote him an email on 15 July, he forwarded the emails to a few people, who are also referring me to other people, I took the matter back to him last week, and he specifically addressed a certain Ms Ncomeka Nombembe, who is just ignoring his emails and mine. If things are like these, where do I go for help?
