Fined when I did not disobey the law

I live in 35 Gie road; and decided to treat myself to breakfast, because it is Mother's Day. I reversed out of my driveway and turned left. A few metres further is a three-way stop. I stopped, but, proceeded immediately to turn left, because the vehicle at the other stop sign did not indicate that he intended to turn. A short while later, I was very surprised to hear the siren of a Metro police vehicle. To my disbelief - I was stopped and fined!!! I STOPPED. I may not have remained stationary, but, I did stop. There are people going through the stop street at 60 kms an hour, despite the fact that there is a vehicle at the other stop sign. Why don't you fine them, instead of fining law-abiding citizens? What the officer did is nothing short of. I want the fine quashed.
