Installed meter and not register: cannot recharge

I decided to a city power prepaid meter installed with all the billing hassles i have been trying to resolve in the past year, I thought I would have peace of mind. This turned out to be a nightmare from in the cold with kids.
I got the meter install with some lights already inserted. Problems is it ran out and well before it ran out i decided to go and buy to ensure my kids had lights.
From 11:00 this morning 00:45 I have bought 2 XR100 vouchers have not received NO tokens yet, I have tried prepaid24 and i am still not able to get tokens to recharge, I went to checkers and Spar all over the areas close by and the system and the meter was still not registered. I called 0860 037566 and she says the systems are down and she can see the voucher but cannot open the voucher as it would not open for her to give me the tokens. The men that were gave me no numbers to call and i do not know where to go or what to do instead i am running around and calling around to get this rectified.
this is not acceptable not under any circumstances.
I am extremely upset and feel letdown
