Faulty Electricity Mete

My electricity meter has stopped working about four months ago. I reported this issue twice already and it seem like nothing is happening. I am being billed two thousand rand a month based on the City of Johannesburg's estimates which I doubt is accurate. I would like the meter to be replaced preferably with a prepaid meter.
