Rates that needs to be paid by me

Good Day

Please advise on the ffg:

My dad passed on when he had some people living in his house. He did not leave a Will behind, but these people forged a Will and submitted to the court which was declined as I am the Executor. I have managed to get the my mum and dad's estated wounded and paid a huge some of money to the attorneys. it is now sitting at a state where it needs to be transferred now to my name and my brother. there is an qamount of R13000 that is for rates and water and lights which these people havent paid from the time they have occupied this house. they have also went many times to the high court to transfer the house onto their name but was declined as my signature was required. my question is, why do i need to pay all of these fees when i cannot have access of this house. Also this attorney seems to be working on their side as he wants to do several transfers and not simaltaneuos as its costing us alot of money. i would also like to know how do i take this away from him and use another attorney. we have already paid him for the next transfer as well. and cant the rates be wriiten off.
