No Service, no response

In October 2012 we sold our Town House in Pretoria and moved to JHB to be closer to work. Etienne Bedeker handled all the paper work at the request of the lady purchasing the unit.
Now nearly 12 months later I am still receiving bills from City of Tshwane for the Rates on this unit?? I have queried this over and over and called the City myself.. they advise that the Attorneys have to submit the paper work to update their systems... but they have not, more than that I have requested the paperwork so that I can do this myself but they are unable to provide it. I am still say out of pocket for 4 months Rates that is a required upfront payment that would be re-funded after the transfer of ownership and now I am at risk of being black listed for not paying the rates on a house I don't own anymore?
But still no feedback or action from the Attorneys. I would recommend never to use these people again.
