Application permanent residence since Nov 2011

I come to your high personality in order to request some assistance with regards to my Permanent residence application. I have applied in the Johannesburg office in November 2011 and to this date, I have not received any feedback from the department. I have already logged a query with the call centre in April and they gave me the reference number 1304050899. Every time I call to check, I am being asked to call in 2 weeks. This is now the third time that I call and no one is able to let me know how far in the process my application is.
