Efusing to refund money

I submitted my 2012 tax return based on payslips as my previous employer refused to furnish me with my irp5 .I only submitted as there was a refund due to me.sars disallowed the refund and made me pay all my paye for that year although it was deducted from my salary every month.i then did make the payment to sars and eventually got my irp5 to prove to sars that paye was deducted every month but sars still refuses to refund up to today.the paye that should have been paid over was my employers duty but now its all my fault which is ridiculous .the sars service is really poor and instead of worrying about all the paye my ex employer was not paying they attack innocent taxpayers..pathetic
