R9000.00 waisted for massive water bill i paid

Good day, I have been billed for the last 3 to 4 months for an amount of approx R3000.00 for water, i called the municipality in July and spoke to an incompetant lady do not know her name and she said that this is a yearly fee so account will only be high for 072013.Ok i accepted it and then for the last 3 months from 072013 to 102013 i have paid approx R9000.00 in total for water and the landlord reported the matter and he was told that if the problem is inside his premises he will be liable, so he called a plumber and only to find the problem was outside the premises close to the street and he dug a hole and saw water pipe leaking so to prevent us from paying more and more he got the part required to fix the leak, i then called the municipality to be refunded for the amount that i have paid for the last 3 months and firstly transferred from one dept to another - held on for about an hour and finally helped by George - i explained my story to him and he went into my records and i was told my bill for 112013 is again close to R2000.00 and i refuse to pay this amount. He then told me he will get the account credited as an adjustment and he transferred me with no warning
