Excessive water bills yet we are using a borehole!

Excessive water bills are being received and constantly rising. We use a borehole.
This is becoming quite a horrendous situation. Who is going to pay the bills? We are pushed from pillar to post.
We require urgent assistance so that we are not blacklisted. We keep on getting final demands and when making enquiries we are told to 'get a plumber' this is not the councils problem.
