Water & lights account to high

For the past 4 years i have had problems with my water & lights account, according to the municipality i owe them more than R120 000!! according to them the meter readings are correct. my monthly bills exceeds more than R7000 a month!! i have been to the municipality numerous of time and no one can assist me with the problem. They now want to disconnect my Water and Lights, I have a small 3 bedroom house it is impossible that my account can be so much! please i need some assistance.
