Mother's Eletricity

My mother is staying in Pretoria and the following is the problem:

1. My mother stayed in an apartment in Mayville (of the municipality of Tshwane) (458F Trouw street). She was not is arrears on her Water and Electricity account when she left there.
2. She closed the account and opened the new account.
3. She moved to an apartment in Danville (also of the municipality of Tshwane)(151 Jan Ellis lane, Apartment 13). She is now - on her statement - R449 in ADVANCE. She however received an SMS that said she is about R5000 in arrears on her Water and Electricity account.
4. After investigation they said that it is on the apartment in Mayville.
5. Now here is the weird thing:
a. My mother closed her Water and Electricity account in Mayville and moved it over to Danville.
b. She is now 2 years in the new apartment in Danville.
c. The other people that moved into the apartment in Mayville are NOT in arrears on their account.
6. How is it possible that my mother can have an account in arrears on an account that she closed?
