Unsafe apartments

We paid our deposit when we moved into this apartment, one year later there a letters that we need to pay another deposit. we are 4 people living in the apartment during the week we are not home and weekend we are out but our water and lights are 1300 a month how is this possible if everything is switched off during the day. we have been in this apartment since Feb 2012 and still awaiting a new geyser we have to start our water 6 ours a head before we can bath. People in the flats are 12 living in a 2 Bedroom flat and nothing gets done. i just think this is pathetic for people to life like this you pay for what?
