Pipe that burst in Dec 2012

A pipe burst in DEC 2012 and I report it with ref 450369. The pipe was fixed but repairs needed to be done on my paving, rubble needs to be removed, and grass needs to be re-planted. For that I received ref nr 453189. Until today nothing was done and I still can't use the entrance to my garage. Seeing that my house is on a corner, it looks like a building site. I do pay for services on time every month but I do not get the service I paid for. Mails was send to the councillors and the City manager but work seems to drag on for days/months.
I am tired of sending mails/making phone calls ext. but no-one seems to care.
