Lots of Competitions but no money!!!

I won a competition on the 8th of February 2013 on pay your bills and have had endless problems getting my bill paid. You send proof of your account, bank statements & ID to Stephen and Jacaranda pays that instalment to you and you get to pay your bill for one month. I have been phoning like crazy and every time there are new excuses why it wasn't done. Stephen just says that the person responsible for payment didn't get back to him. Every day it's the same promise "will pay your money either the same day or the next day" to this day no payment. According to Stephen he can't understand why I have not been paid yet. This is not acceptable! When I phone them their numbers are engaged and the excuse is "sorry we had trouble with our lines." (Funny this only happens on a Friday or the day before a public holiday). I am not interested in the "there was many competitions; February payments should have been settled a long time ago. I would love a response in payment not another story. I have spent quite a lot of money phoning them EVERYDAY to get my money!!! Maybe they should think about doubling my prize money since ill have to pay my phone bill aswell!!!
