Photographer not delivering pictures

On the 10th of August 2013, I had a photoshoot with a photographer named Anele Papu. I paid him R600 on the 6th of August, so it was all systems go. The shoot went well, and when I asked him when I could expect the pics, he said Wednesday (14 August) on the day, he suddenly had too much to do, and couldn't meet up, and changed the meet up day to Friday (the 16th). On that day too, he was filled with stories, from having to get to an event early, to suddenly losing his keys to his place. He said he was gonna come past my work place yesterday, then changed his story and said he'll come past my house. Then he just stopped replying on bbm, until today. He just inboxed me on Facebook to tell me he lost his phone at some event. I have had enough, he has no sense of customer service at all. The only thing he's good for, is causing me headaches.
