Just want my cat back

Good Morning
On the 5th April I phoned the SPCA to report my lost cat since my boss saw him the last on the 31st March. They said that they will check if lost cats came in. After a while Collette phoned me and said they have no lost cats that came in and she asked for a full decription of my cat. On Monday (8 April) i received a call, but forgot my phone at home, so i phoned them yesterday morning and she said i must come in, there is a cat matching my desription. So we went there yesterday, my cat looks like an orphan, compared to the last time ive seen him. I have photo's to proof that he was well looked after and very spoilt. Now they refuse to give me my cat back. I was in such a state after finding out where my cat was and hearing that I must pay R400 to re-adopt my own cat. I cried like a little baby. They want paperwork for inspection as to where the cat is going to live and all that. Since when? They didnt even know if my cat was a boy or girl. After I told them its a boy they still argued. How many street cats and dogs walk freely on the streets, but now they want to keep a healthy looking housecat in a small kennel with 3 other cats? I JUST WANT MY CAT BACK TODAY!!!
