Supplies inferior goods, not as advertised

On 15/02/2013 I won an auction on Bid Or Buy for a 800 000 Volt stun gun from dm556 (Dion Moodley)

Upon receipt I found the following:
1. It is a cheap clone rated (on the unit and the pamphlet) at 80 000V, 90% lower.
2. Cartridges fit very poorly and are difficult to remove again. It is in fact so bad that upon removal of one of the cartridges, my hand slipped, moving the safety switch forward and triggering the unit. Luckily the cartridge was also bad quality and only had one pin, so it bounced off.
3. The casing does not fit the laser properly (there is a gap where the top seam is supposed to meet) and on 3 meters it points about 30cm to the left. No indication that a laser is contained in the unit or what class it is.
4. Clip on the carry pouch is a piece of junk that does not stay closed.
In short, the product put up on auction is not the product supplied.
Seller offered to refund payment EXCLUDING shipping on return of the unit.
Matter is with BoB for investigation since 12/03 after which he responded for the first time.
Seller has no netiquette either.
