Electricty bill - something fishy

I have a family of 3 (me, my wife and Kid) and i use to get the bill of 300 rands every month but all of a sudden I got 800 rands and I thought ok may be some change in the usage but next month I got the bill for 1800 rands, how is this possible???
I have logged a complaint and the guy came from the company and checked and told us everything is working fine and if you still not happy you can opt for the Test meter...
What my wife had told him is that she will switch off the main switch in the house and she wants to check that meter should stop running and the response was he is not suppose to do that...
I want to understand the reason behind this (it's my meter and I am paying the bill and you guys don't want to show me)...
