Acceptable Method of payment

We are from KZN, went to visit the children in December 2013, we used the e-toll road. Two weeks into January 2014 I received an e-toll account from Sanral of R17.40. They give their banking details on the account, so I went to pay my e-toll account at their bank, FNB, they told me I can't pay it there, they don't take cash, I must go to my own bank. At my bank I could be helped, but had to pay R30 service fees, at the end it works out R47.50. If you are a pensioner that is a lot of money. Why has there not been better payment options before they sent out the accounts. at the end the bank fees are more than the account.
