Complaint about faulty lights disregarded

One of the signage lights at the Plumstead branch has been flickering like a strobe light since the beginning of December. On the 13th of December I phoned the branch to request that the problem was dealt with as I live directly opposite, and through the night have my sleep affected by the very bright, flickering light. The manager was not available, so I left a message with my name and number. My call was not returned, so I popped into the dealership on the 14th to speak to someone, and was told to deal with Wayne. At this stage, I was still prepared to accept that maybe no one knew about the problem. I was told that the electrician was coming on the 17th or 18th and it would be dealt with. I was informed that they could not deactivate that light as 'they' (the owners) would not allow it. Today (6 weeks later), my patience ran out and I went back. I found Wayne to be rude and uncooperative, and he eventually told me not to use 'unfounded words' in his office (sic). I feel my complaint is a valid complaint, and if it is not dealt with, I will report the dealership to the City of Cape Town for light pollution. I don't appreciate the attitude or total disregard for the neighbourhood.
