Faulty ECU not faulty - strugggling to get refund

This gentleman extensively tested my car (Mercedes C180 station wagon) one evening and told my father the computer box/ ecu is faulty it needs to be replaced. After paying him for it, the problem was even worse and he took us and the car to someone (Ray) to sort out the programming. According to Neville this will sort out the issue. This person was flabbergasted that Neville replace our ECU because firstly ours was not faulty and secondly the replacement ECU was not compatible with our Mercedes. This guy was clearly had more knowledge abouth our car than what Neville did. According to Ray we firstly had to put in a catalytic convertor, then only after this and if the problem persisted we had to do the "ringe". Neville gave us a second hand catalytic convertor for R500, but this was not the incorrect one. He said that he will refund us the balance of our money if it does fit, if not he will refund the full R4500. We went to collect the money on Monday 13/1/2014 - he couldn't pay us - said he had to pay salaries. Gave us R1000 and said that he is just waiting for money he will pay the rest the following morning. 2 days later and just. No money!!
