Differing Charges for same vehicle at same gantry

I passed under the same gantry using the same car on two different occasions. On the first occasion the bill me R48.72 and on the second occasion R19.50. I called the VPC (I got the information from the VPC site.), but according to them I owe them nothing. They transferred me to the accounts department which also say they have no record of me on their roads. They promptly wanted to transfer me back to the VPC.

So now I can't have this problem solved.

How can they implement a system that is so useless?
