Unnecessary Darkness

While driving on the N17 towards the carnival city offramp in Brakpan, in the far right hand lane, I hit something in the road, and got stuck on the side of the highway with a flat tyre. I just got my license, and at this time, I was with my friend who is also a female and who is my age. It was raining heavily and the roads were wet and DARK!!! We were stuck on the side of the road without any assistance for atleast 30 minutes until luckily a Road Assistance bakkie drove past and helped us. I feel this could have been avoided completely had there been functioning highway lights to brighten up the extremely dark roads, as it is ABSOLUTELY IMPOSSIBLE to put on ones brights due to the oncoming traffic on the other side of the highway, as well as those cars driving ahead. This is not the only problem area. Almost the entire N17 highway, from the Dalpark Tollgate, close to Carnival City, up until the Gosforth Plaza Tollgate, in Germiston, is in complete darkness. Not only this, but it has come to my attention that on certain occasions, especially when there is heavy rain, the highway lights along the N1 and N3 highways do not work. These issue are UNACCEPTABLE!!
