Didn't complete the deal as stated in email

I purchased a Mazda Rustler from Mr K Naidoo, I paid the vehicle as was agreed between us Mr Naidoo stated in the original agreement he will liable for the registration and licensing of the vehicle. The problem was passed to me and Mr Naidoo passed on the name of the person to contact in this matter who would sort this out. I did so and had to give the person the amount of R750.00 to do so, Mr Naidoo assured me I would be reimbursed, till to date nothing has transpired and then only to be told that the vehicle has to go through the test and will cost more Mr Naidoo said he would sort it out and get back to me. I have sms'd and emailed Mr Naidoo with no reply or response what so ever. This matter has been on going since March 2013 the final payment was made on the 30 March 2013 a total of R29, 250.00 the deal was for R30, 000.00 the difference was for the replacement of the windscreen which I had done. Till now the matter is still not resolved and Mr Naidoo has not come back to me and I can not use the vehicle without the necessary license disc. If I still owed money I can understand the delay but he has been paid in full.
