Quick Callout, Quick Bill for no work done

Very Cheap Callout fee -R250, and you get told by Chatelle they first check what is to be done an then give a price for labour and parts needed (THIS I BELIEVE TO BE CALLED A QUOTE)...
Well surprize our geyser was burst - Standard Bank does not use them, so they charge an additional -R300 for checking what the problem was...(no labour was done)
I got told by David, "I bill from the time I take my tools off the bakkie"...
